Chakib Khelil was born in Oujda Morocco in 1939, son of a native tailor Tlemcen there grew up with five brothers and six sisters. Shakib is married to Najat Arafat Khelil and has two children Sina and Khaldoun
Chakib Khelil began his schooling at the school Berthelot in Oujda. Subsequently he joined , in the same city , the High School Boys Abdelmoumen . In 1959, he won a scholarship for studies of the FLN in the United States where he obtained successively in 1964 and 1966 , a BA and MA in mining and oil University of Ohio State , then a Ph.D. in petroleum engineering at Texas A & M University in 1968. Chakib Khelil speaks fluent Arabic, English, French, Spanish and Portuguese.
In December 2006 he received an honorary Doctor of Science Robert Gordon University .
He was awarded the highest distinction in Peru, the " Orden El Sol del Peru " , January 16, 2009 by President Alan García
From 1968 to 1971 he was an engineer in the United States with Shell and Phillips Petroleum (Oklahoma) and engineer with the consulting firm Mc Cord in Dallas.
In 1971, he returned to Algeria, where it will be up to 1973 head of the department "deposits" on Sonatrach, and president of the company Alcore - a "joint venture" between Sonatrach and Core Laboratories, an American company.
From 1973 to 1976 he was technical advisor to the presidency of the Republic of Algeria and President of Valhyd group ( "Valorisation Hydrocarbons") responsible for the development and hydrocarbon resources in financing long-term Algeria.
From January 1980 he worked at the World Bank oil projects in Africa, Latin America and Asia and became head of the unit "energy" in the region "Latin America." He took early retirement as oil adviser to the World Bank in October 1999 to become on November 1 of that year, adviser to President Abdelaziz Bouteflika. On 26 December 1999 he was appointed Minister of Energy and Mines.
In 2001, he combines the post of Minister with the President of Sonatrach until the appointment of Mohamed Meziane in 2003.
He is president of the Organization of Petroleum Exporting Countries (OPEC) during the whole of 2001 and during 2008.
He was president of the African Energy Commission (AFREC) in 2001, president of the Association of African oil producing countries (APPA) in 2004 and the Gas Exporting Countries Forum (FOPEG) in 2010. After May 2010, Chakib Khelil becomes an international consultant and associates, February 20, 2012 in Vienna, with the Nigerian Lukman, Issam Chalabi's Iraqi and Libyan Shokri Ghanem to create CGKL Associates. He has consulted with several governments and companies.
